King Calls on Public to Participate in Guaranteeing Rights for Persons with Disabilities

PHNOM PENH: King Norodom Sihamoni has called on Cambodians with disabilities to continue their efforts to develop knowledge and skills in line with the modern age as Cambodia develops. He especially encouraged them to seek opportunities in technology, which could provide a competitive edge on the job market and ultimately, a better quality of life.

The King made the remarks in a message to commemorate the 41st International Day of Persons with Disabilities on December 3. The day also marks the 25th Cambodian Persons with Disabilities Day which is being held under the theme, "Innovative Solutions for a Comfortable and Equitable Society."

The King noted that this year’s theme shows the government’s willingness to provide comfort for all in public and private places. He said that good governance will promote the invaluable participation of persons with disabilities and their families in the country’s social development, especially when it comes to digital technology.

He congratulated the government on its achievements over the last 25 years under former Prime Minister Hun Sen’s leadership, who he credited for bringing peace, unity, sovereignty and territorial integrity to Cambodia.

He went on to praise Prime Minister Hun Manet for his “heroic, dynamic and wise leadership.” He also applauded the new administration’s Pentagon Strategy, which was devised by the previous administration and implemented after the PM took over in August. He echoed the government’s dialogue that the first phase of the Pentagon Strategy aims to promote employment growth, efficiency, equity and economic sustainability as a catalyst for achieving a long-term vision for Cambodia as a high-middle-income country by 2030 and high-income by 2050.

The King lauded the Royal Government's attention to public well-being outlined in the National Social Protection Policy 2016-2025, which established social programs like the National Social Security Fund. He said these programs promote the well-being of the vulnerable, especially the disabled, by facilitating a better day-to-day life through in line with the “No one left behind” approach.

He called on all citizens to help make the rights of persons with disabilities a reality in Cambodia by encouraging their participation in society without discrimination and creating a society for all.

"Our people with disabilities need warmth, love and affection without discrimination from society. That is a great incentive for their personal development,” he said. “Together, we can address challenges so that people with disabilities have full rights."
